Performance-based budgeting is an approach that seeks to achieve these objectives. It is a methodology for allocating resources to outcomes that stakeholders value. An outcome is a better, multi-dimensional understanding of the cost to serve and hence an ability to assess how services can be delivered differently, more effectively and cheaply, without compromising on quality.
